Phones with a high pixel feature can replace a camera?

A certain brand of mobile phone has pushed out 40 million pixel shooting functions, a lot of people are excited about the news, feeling that the mobile phone can go beyond the camera in shooting, but you should know photography is not only pixels. Actually before that, a lot of people argued over whether the phone can replace the camera, showing the effect of a part of the mobile phone can replac small digital camera.
